Okay If you really want to find out how things work in other countries then find a time to read Freedom of Expression in El Salvador: The Strugle for Human Rights and Democracy, I like to read other type of literature but once in a while I like to go back to my dirt.

This is very common is recenltly democratized third world countries.

Democracy is a funny word in third world countries because repression was and is still present, Duarte's party was Democratic but since the prev govs were Dictators using military as right hand, Democratic party did little to submit military under the same roof, that is why often you hear names of Sargents...
After Duarte's run ES never went back to Democratics, Republicans (ARENA) are always the winner in election. The creators of this Republican party were involved in the past war with the "Death squads operation" and the investigations being conducted now a days by US and UN are constantly obstacled by the current republican Gov and is current presidents.

That becomes the issue control of money and wealth.

yes, ES is basically owned by 14 families, ES is about the size of MA, there is something that is always a yearly fight and still unable to abolish cause just affects everybody at some point:
In our country in order to harvest you need money, banks can lend you the money according to the size of the land you own... an individual farmer might need $5000 to get his land prepared to plant, but an hacienda owner might ask for a $1 billion and get more earnings,(The hacienda owners are most of the 14 weathy families)of course you need to pay back the money to the bank, so tell you what Gov created something called "Agro amnisty" and what it is? They condone your debt meaning that by the end of the year the account your earnings and could be able to have your debt forgiven.... where is the catch? the individual farmer that does everything right and is very honest owe $1000 from the loan and gets forgiven $1000, but the hacienda owner that rips their workers and gets broken accounting numbers and avoid taxes shows figures that he lost on his harvest and he gets forgiven $1,500,000.00 under the same law... you see how dirty and well covered that is... some left parties are trying and filing to abolish that law because the people who benefit deeply is the wealthy, but the poor farmers also will lose.. after al get $1000 forgiven is a big help, this is one ongoing fight up to todays date.
